President & Vice President’s Dinner
South Seneca Sportsmen’s Club
44 Members representing 9 Clubs
Meeting called to order at 7 pm by Vice President John Sipos. Pledge allegiance to the flag opened the meeting.
V. P. John Sipos thanked South Seneca for a great Steak Dinner and thanked the membership for a great turn out.
Minutes: Minutes reviewed. Motion made to accept. Motion carried.
Treasurer’s Report: Treasurer John Andrews reported on all accounts received. Motion made to accept. Motion carried.
DEC Officer Dieter Kraemer:
EC Officer Kraemer informed the membership on the surcharge laws that may go into effect after April 1st of next year. On all surcharges, $25.00 will go to the municipality that the violation occurred and the rest will go into the General Fund. No money for Conservation violations will go into the Conservation Fund. The Conservation Fund is what pays for, Fish Hatchery infrastructure repairs and updates, Pheasant Farm, Hunting and Fishing and Hunting Licenses, etc. The General Fund is what helps to run NY State.
Officer Kraemer talked about the Salt Water Fishing License that will be going into effect in the next year. If NY State does not initiate a Salt Water License, the Federal Government will pass one in the next 3 years and no money will return to NY State.
Officer Kraemer announced that he will be retiring on August 19, 2009. He will have 36 years and 8 months of service. The Federation congratulated him on all his years of service.
Committee Reports:
NYSCC:
Gary Chave reported on the NYSCC. 50 Cal. Gun Bill is in the assembly right now. It is hoped that the Republicans will continues to held the Senate and turn down the Bad Gun Bills.
Gary Chave reported on the NYSCC and elections at their upcoming Annual Banquet. They will have to elect a new President as Harold Palmer will be stepping down. Also they will have to elect a new Secretary as, Barb Wells, is stepping down as well, to take care of her ailing mother.
I will continue to Secretary of the Federation, as I have a good support group at home to cover meetings.
C. Scott Sampson Memorial Scholarship:
Gary Chave, Chairman of the Scholarship Committee, reported that the recipient of the scholarship this year will go to a Mynderse student, Jordan Parish. He has been accepted to Finger Lakes Community College in the fall and will go on to pursue a career in DEC Law Enforcement. Scott Sampson and Barb Wells will present the award to him at the awards ceremony.
Gary Chave also reported that last year’s recipient of the award, Noah Godkin, has not responded to the federation as of yet to pick up his reward from attending college this past year.
Old Business:
Federation BBQ:
No date has been set for benefit for BBQ fund raiser.
Empire Farm Days:
Raffle Ticket will be sent out in the newsletter mailings. It is a money raffle and proceeds will benefit the NYS Conservation Council.
The Council will have a booth and Farm Days as well.
New Business:
Land in Trust Resolution:
Seneca County is proposing a Resolution to oppose putting Land in Trust in the Cayuga Indian Nation’s upcoming hearings. Dr. David Dresser wrote this resolution for Seneca County to be submitted to the Bureau of Indian Affairs (BIA) and V.P. John Sipos wrote and added the where as parts of the Resolution. Resolution was passed out and was put up for a motion for the Federation to adopt this motion as well. Motion was made to accept. Motion carried unanimously from the members attending. All clubs will receive a copy of this letter to present to their organization. A question was asked about fishing. Do Indians need a license to fish? EC Officer Dieter Kraemer stated that do need to apply of a license but their license is free.
George Poorman addressed the meeting. His friend, Ira Balch, had quite a few fishing poles and other fishing equipment and wanted to give them to organization that might use them. Informed him of the Fishing Lending Program and other clubs that could use them for their fishing programs. 10 fishing rods, 2 nets and a spear. We want to thank Mr. Balch for his kindness and George Poorman, for thinking of the Federation. They will be put to good use.
